CPS retains ongoing custody of “Baby Chloe,” another hearing next week

HOUSTON, TX–As expected a Houston judge on Monday granted ongoing
custody of Baby Chloe to Child Protective Services (CPS). Chloe, who was
given her nickname by doctors, was found abandoned in a dumpster
February 19, wrapped in Walmart plastic bag with about three inches of
umbilical cord attacked to her stomach.
As soon as her plight (and her picture) went public, hundreds of people phoned in tips about who Chloe’s parents might be while many, many others wanted to adopt the child blessed with a full head of hair, gray eyes, and one front tooth. (Chloe is living with a dual foster and adoptive family, according to the Houston Chronicle). if they are interested in permanently taking care of her, they would be eligible to adopt her.)
Chloe’s parents have not come forward, even though CPS says its reason to speak with them is “So the person who is adopting this baby can have some more genetic family medical background on the baby to be able to raise her with more knowledge or information about her,” according to Estella Olguin.
One reason might be they face charges because they chose to abandon their baby, rather than drop off her off at a hospital or fire station, under Texas’ Safe Haven law. Parental rights could be terminated, beginning with a hearing scheduled next week before a judge.
As NRL News has reported, Chloe was discovered February 19 by a woman walking her dog outside an apartment complex in Houston. The dog picked up on the scent and led her to Baby Chloe.
According to Sgt Gordon Trott, of the Harris County Sheriff’s Office, the pet owner initially thought someone dumped a dead animal. Fortunately, although the baby was unclothed, Chloe’s body temperature was normal.
“She was very healthy… didn’t have a fever,” Estella Olguin of Child Protective Services told KHOU television. “Fortunately, she did not suffer from being exposed to the elements that evening.”
When Chloe’s picture “hit the television screens [it] melted the hearts of those deep in the heart of Texas,” wrote Susanna Rose. “Soon, groups of strangers began e-mailing and calling to find out more about the adoption process.”
“The little bundle of beauty may have had a pretty ugly start to life but now packs of people want to become her parents,” wrote MyFoxHouston.
