West Virginia’s Pro-Life Bill wins important first victory: Urge the Senate to Protect from Abortion Babies Who are Capable of Feeling Pain

Pro-life House Minority Leader Tim Armstead addressed pro-life supporters during the West Virginians for Life Rally at the capitol.

CHARLESTON, WV–Unborn babies who are capable of feeling pain have won a great victory in the West Virginia House of Delegates. But as important as that first step is, more must happen before The Pain-Capable Unborn Child Protection Act (H.B. 4588) becomes law.
H.B. 4588 passed out of the House Health and Human Resources Committee without debate on February 17 and the Judiciary Committee plans to have it on its agenda Friday morning.
Any pro-life West Virginian with a delegate on the Judiciary Committee should contact their delegate and urge them to pass this important lifesaving legislation. For a list of WV Delegates on the Judiciary Committee, go here.

As long as H.B.4588 passes out of Judiciary Committee, the bill will go to the House floor for a first, second, and third readings. After a favorable vote (and it should pass by an overwhelming margins), the bill will be sent to the West Virginia Senate.
Time is tight, however. The bill needs to be in the Senate by February 26, the last day for a bill to cross over.

This legislation will protect West Virginia’s unborn babies who can feel pain from a gruesome death by dismemberment or other horrific late abortion techniques. Substantial medical evidence demonstrates the baby’s ability to feel pain is present by 20 weeks.
We know that pro-life legislation saves lives. We know that every year legislators don’t pass pro-life legislation means that precious little babies die.
The passage of this important lifesaving legislation – the Pain-Capable Unborn Child Protection Act – is not possible without the continued support, prayers, and action by pro-life West Virginians from across the state.

“It is urgent that pro-life West Virginians contact their two state senators and ask them to support this lifesaving legislation,” said John Carey, West Virginians for Life Legislative Liaison.
