Flurry of last-minute activity to get pro-life omnibus bill to Texas Gov. Perry before Special Session ends Tuesday

Pressed up against a Tuesday deadline which marks the end of a Special Session, after giving an omnibus abortion bill tentative approval this morning, the Texas House of Representatives gave final approval this afternoon on a vote of 95-34. Senate B 5 now goes to the Senate.
“This bill will ensure that women are given the highest standard of health care in a very vulnerable time in their life,” said state Rep. Jodie Laubenberg, the bill’s sponsor. The preliminary vote came after nine hours of contentious debate—drawn out by parliamentary maneuvers from opponents– amplified by hecklers in the gallery who several times erupted in applause and cheers, according to the Associated Press.

SB5 includes several important pro-life provisions. The Texas Preborn Pain Bill includes protection from abortion of unborn children who are capable of feeling pain. It also would require that the abortionist administer chemical abortifacients in person, rather than via videoconferencing where he is never in the same room. In addition, to protect women’s health, abortions would need to be performed at an ambulatory surgical center and the abortionist would be required to have admitting privileges at a hospital within 30 miles, in case there are complications.’

Pro-abortion Senate Democrats are already warning of a filibuster.
‘Because Texas is so populous, we know abortionists kill pain-capable unborn children,” said Mary Spaulding Balch, JD, who directs NRLC’s Department of State Legislation. “Adoption of SB5 would have a direct impact in protecting these preborn children from the agonizing pain as they are ripped apart in so-called ‘D&E’ abortions.”
